Fries Pavlo Lvovych

Education, academic degree, academic title

In 1972 — they graduated from the Faculty of Law of the Lviv National University, named after I. Franko.

In 1983 — candidate of legal sciences, specialty 12.00.08 – criminal law and criminology; criminal executive law

Since 1990, he has been an associate professor at the Ivano-Frankivsk Pedagogical Institute, named after Vasyl Stefanyk.

Since 1992, he has worked at the Faculty of Law (since 2002, the Law Institute) of the Vasyl Stefanyk Precarpathian National University.

In 1998, he became an associate professor at the Department of Criminal Law.

In 2006 — Doctor of Laws, specialty 12.00.08 – criminal law and criminology; penal law.

In 2008, he was a professor at the Department of Criminal Law and Criminology of the Carpathian Law Institute of the Lviv State University of Internal Affairs.

In 2010 — Honored Worker of Science and Technology of Ukraine.

In 2015 won the Yaroslav the Wise Award for his contribution to legal science.

Since 2011 (current) a member of the Academy of Sciences of Higher Education of Ukraine.

Since September 2020, a corresponding member of the National Academy of Legal Sciences of Ukraine.

Jobs, professional experience

2008-2022 – he has been the head of the Department of Criminal Law of the Educational Scientific Law Institute of the Vasyl Stefanyk Precarpathian National University.

Since 2013, he has been a part-time head of the educational and scientific laboratory of policy research in the field of crime fighting at the Institute of Crime Fighting Problems, named after Academician V. V. Stashis of the National Academy of Sciences of the Russian Academy of Sciences and the Vasyl Stefanyk Precarpathian National University (voluntarily).

Since 2014, P. L. Fries has been a member of the coordination bureau for criminal law issues of the Department of Criminal and Legal Sciences of the National Academy of Sciences of Ukraine.

Since 2022, he has been a professor at the Department of Politics in the fight against crime and criminal law of the Vasyl Stefanyk Educational and Scientific Law Institute of Vasyl Stefanyk Precarpathian National University.

 

Research activities

Areas of activity at the current stage are police fighting crime and theoretical criminal law problems.

In 2006, he defended his thesis on the specialty 12.00.08 – criminal law and criminology; criminal-executive law on the topic “Criminal-legal policy of Ukraine” and obtained the scientific degree of Doctor of legal sciences. Since 2008, he has been a professor at the Department of Criminal Law and Criminology.

Main works: monographs “Criminal-legal Policy of the Ukrainian State: theoretical, historical and legal problems” (2005), “Essay on the History of criminal-legal Policy of Ukraine” (2005), “Comparative criminal law of the Republic of Poland and Ukraine in the context of the European Union” ( in co-authorship 2007), “Policy in the sphere of combating crime and human rights” (2009), “Policy in the sphere of combating the crime of Ukraine: theoretical and applied problems” (in co-authorship – 2016)

He is the author of more than 15 educational and methodical manuals, most of which received the seal of the Ministry of Education and Culture of Ukraine.

  1. L. Fries is the author of the textbook “Criminal Law of Ukraine. General Part”, which has survived three editions (2004, 2009, 2018), three articles in the 17th volume of the Great Ukrainian Legal Encyclopedia “Criminal Law” and 14 articles in the “Criminology” volume.

He is the author of more than 270 scientific publications, more than 100 of which were published in professional journals in Ukraine.

  1. L. Fries is a consultant for five protected dissertations for obtaining the scientific degree of Doctor of Legal Sciences and the supervisor of 13 defended dissertations for obtaining the scientific degree of Candidate of Legal Sciences.
  2. L. Fries is a member of two specialized academic councils for awarding the scientific degree of doctor and candidate of legal sciences with a specialty of 12.00.08 at the Institute of State and Law named after V. M. Koretsky and at the Lviv State University of Internal Affairs.

Organizational activities

He is a member of the editorial boards and editorial boards of several periodicals included in the list approved by the Supreme Administrative Court of Ukraine – collections of scientific works of the Educational and Scientific Law Institute of Vasyl Stefanyk Precarpathian National University and “Bulletin of the Association of Criminal Law of Ukraine.” He is a member of the editorial board of the foreign publication “Studia Practice” of the Kraków Academy, named after Andrzej Frisz Modzejewski (Krakow, Republic of Poland) and the international magazine “Rule of Law” (Ukraine-Republic of Moldova).

  1. L. Fries is a scientific consultant of the Committee on Law Enforcement Activities of the Verkhovna Rada of Ukraine and co-author of several Laws of Ukraine adopted by the Verkhovna Rada of Ukraine.

In 2009, P. L. Fries was awarded the honorary title “Honored Worker of Science and Technology of Ukraine.”

In 2010, P. L. Fries was recognized as the winner of the “Lawyer of the Year” competition according to the version of the Union of Lawyers of Ukraine.

Laureate of the Yaroslav the Wise Prize of the National Academy of Sciences (2012) for outstanding achievements in scientific and research activities on legislative issues.

He was awarded the Medal of Honor of the Verkhovna Rada and the Council of Ministers of the Armenian SSR, departmental medals, and awards from the Ministry of Internal Affairs of the USSR and the Ministry of Internal Affairs of Ukraine.

Since 2013 – in the position of associate professor of the Department of Criminal Law, and since 2015 – associate professor of the Department of Criminal Law.

The topic of the candidate’s thesis is “Criminal policy in the field of combating crimes committed with the use of violence.” Dissertation under the supervision of Doctor of Legal Sciences, Professor P. L. Fries. She defended in 2012 at the specialized council of the Lviv State University of Internal Affairs (Lviv).

The topic of the doctoral dissertation “Functions of criminal law policy” Dissertation under the supervision of the Doctor of legal sciences, Professor P. L. Fries. She defended in 2021 in the Institute of State and Law specialized council named after V.M. Koretsky of the National Academy of Sciences of Ukraine.

Author of more than 120 scientific and scientific-methodical publications, including co-author of 2 collective monographs.

Provides training for graduate students.

Under the leadership of Kozych, I.V.’s thesis for the Doctor of Philosophy degree was defended by Yu.V. Leka. On the topic “Motive in criminal law.”

Draws considerable attention to raising the professional level, acquiring and sharing experience. For many years, he has been a member of the organizing committee of the international scientific conference “Politics in the fight against crime” and annually participates in professional international and all-Ukrainian meetings devoted to the problems of criminal law and criminal law policy.

In 2017, he completed an internship at the Lviv State University of Internal Affairs on the general topic “Functions and tasks of criminal law policy.”

Since 2013 – a jury member, and since 2016 – the jury chairman of the III stage of the All-Ukrainian Student Olympiad in Law (Ivano-Frankivsk region).

After graduating from the Vasyl Stefanyk Precarpathian National University (2005), simultaneously with his postgraduate studies, he engaged in human rights protection activities, including in the professional association “Legal Center” as a lawyer’s assistant, completed an internship at the Polish Mediation Center (M. Warsaw). Since 2008, he has received the right to practice law.

From 2007-2008, he was an assistant at the Department of Theory and History of the State and Law of Vasyl Stefanyk Precarpathian National University.

Since September 2008, he has been a senior lecturer at the Department of Criminal Law.

From October 2008 until now, he has been entrusted with the duties of deputy director of the Law Institute of Vasyl Stefanyk Precarpathian National University.

Since December 2010, he has been an associate professor of the Department of Criminal Law of the Law Institute of Vasyl Stefanyk Precarpathian National University.

From September 2022 – in the position of professor of the Department of Policy in the Fight against Crime and criminal law of the Educational Scientific Law Institute of Vasyl Stefanyk Precarpathian National University.

Research activities

The topic of the candidate’s thesis is “Restorative Justice in the criminal process: international experience and Prospects for Development in Ukraine.” The dissertation was defended in 2010 at the specialized academic council of the National Academy of the Prosecutor’s Office of Ukraine under the supervision of Doctor of Laws, Professor P. L. Fries.

The author of more than 90 scientific and scientific-methodical publications, including the co-author of the first textbook in Ukraine, “Mediation in the professional activity of a Lawyer,” the monograph “Contract as a universal form of legal regulation.” In 2019, two publications were published in journals indexed in the Scopus database.

Provides training for post-graduate students, under the supervision of 3 dissertations for obtaining the scientific degree of candidate of legal sciences: Krasiy M.O. on the topic “Policy in the field of combating crime: the relationship between the criminal-legal and criminal-procedural subsystems” (2018), V.I. Potyak on the case “Criminal-legal enforcement of the implementation of the reconciliation agreement” (2019), Cheredarchuk A.M. “Criminal-legal protection of public procurement” (2021). Currently, Vovk U.O. is in charge of the training of graduate students.

 

Organizational activities

Since October 2008, he has been the deputy director of the Vasyl Stefanyk Law Institute of the Carpathian National University.

In April 2009, he completed an internship in higher education institutions, legal system bodies, and the administration of the cantons of Geneva and Zurich of the Swiss Confederation. During October-November 2009 – internship in the USA under the “Open the World” program.

2014-2017 – deputy responsible secretary, responsible secretary of the Vasyl Stefanyk Precarpathian National University admissions committee.

In 2018, he was included in the Interagency Coordination Council on Juvenile Justice of Ukraine of the Ministry of Justice of Ukraine.

During 2005-2019 – won more than ten international grant competitions for human rights, restorative justice, mediation of the European Commission, the US Institute of International Relations, the Swiss Agency for Development and Cooperation, the Agency for International Development (USAID), the Swedish Society for Peace and Arbitration (SPAS), the Ukrainian Center for Understanding, the Institute for Peace and Understanding and other organizations.

During 2010-2018, he was a trainer and teacher in training judges, prosecutors, lawyers, police officers, and local self-government bodies in Kyiv and Ivano-Frankivsk.

He is the secretary of the collection of scientific articles “Actual problems of improving the current legislation of Ukraine,” which belong to professional legal publications.

Under the leadership of Petechel O. Yu. M.O. Iatsyna’s thesis for the Doctor of Philosophy degree was defended (topic “Non-governmental organizations as subjects of criminological policy”).

He is the author of 70 scientific publications, 1 of which is a monograph, and 14 were published in specialized journals of Ukraine.

From 2012 to 2014, she was a lecturer at the Department of Criminal Law and Criminology of the Lviv State University of Internal Affairs.

In 2015, based at the Lviv State University of Internal Affairs, she defended her candidate dissertation (the topic “Criminal and legal security measures,” supervisor – Doctor of Law, Prof. Fris Pavlo Lvovych) for obtaining the scientific degree of Candidate of legal sciences in the specialty 12.00.08 – criminal law and criminology; executive criminal law.

In particular, during April 19-20, 2019, she advanced her qualifications at the Ministry of Education and Science of Ukraine under a joint program with the International Public Organization “Universal Examination Network” on the topic “Fundamentals of Technology and Development of Test Tasks” (certificate No. 3.2/14/6/12- 19).

In the period from November 8 to December 13, 2019, an international internship took place based at Collegium Civitas University (Republic of Poland, Warsaw) on the topic “Internationalization of higher education. Organization of the educational process and innovative teaching methods in higher educational institutions of Poland” (certificate No. 55/2019).

On August 9-10, 2021, she completed an international internship in the Republic of Germany (Berlin) on the topic “The world during a pandemic: new challenges and threats” (certificate).

In the period from December 19 to 21, 2021, she completed an international internship in the Republic of Germany (Berlin) on the topic “Modern scientific research: achievements, innovation and development prospects” (certificate).

 

Voloshinovych Volodymyr Myroslavovych

Education, scientific degree

In 2000, he graduated from the Ivano-Frankivsk State Medical Academy’s medical faculty, received a complete higher education in the specialty “Medical business,” and obtained the qualification of a medical doctor.

From 2000 to 2001, he completed an internship in the specialty “Forensic Medical Examination.” He was awarded the title of doctor-specialist in the thing “Forensic medical examination.”

In 2009, he defended his thesis (“Forensic medical diagnosis of general phenotypic signs of a person according to the factor criteria of the bones of the foot”) for obtaining the scientific degree of candidate of medical sciences in the specialty 14.01.25 – forensic medicine.

 

Place of work, professional experience

From 2001 to 2012, he was an assistant at the Department of Forensic Medicine of the Ivano-Frankivsk State Medical University.

From 2013 to 2015, he worked part-time as a forensic medical expert – histologist of the forensic histology department of the Ivano-Frankivsk Regional Bureau of Forensic Medical Expertise.

From 2012 to 2019, he worked as an associate professor at the Department of Pathomorphology and Forensic Medicine of the Ivano-Frankivsk National Medical University.

Since 2019, he has worked as an associate professor of the Department of Forensic Medicine and Medical Law at the Ivano-Frankivsk National Medical University.

Since 2019, he has been working part-time as an associate professor of the Department of Criminal Law, today of the Department of Politics, in the fight against crime and criminal law of the Educational Scientific Law Institute of the Vasyl Stefanyk Precarpathian National University.

 

Scientific work

The directions of scientific activity at the current stage are current problems of forensic medicine, forensic anthropology, forensic histology, and forensic genetics.

He is the author of over 75 scientific publications, including 25 published in professional journals of Ukraine, two patents of Ukraine for inventions, and 1 article in scientific metric databases Scopus and Web of Science.

 

Organizational work

Assistant to the editorial board of the International Journal of Forensic Sciences (IJFSC), an international peer-reviewed Open Access journal that publishes articles on various fields of forensic medicine.

We awarded the first qualification category in the specialty “Forensic-medical examination” and the second in “Forensic-medical histology.”

In 2017, he completed a professional internship at PKMP Law&Finance law firm in Pilsen, Czech Republic.

Since October 1, 2020, he has been hired as an assistant at the Department of Crime Fighting Policy and Criminal Law of Vasyl Stefanyk Precarpathian National University.

During 2020-2022, he worked as a lawyer’s assistant at Lex Consulting JSC (part-time).

In December 2022, he successfully passed the qualification exam for the right to practice law.

I have been practicing law (attorney in law) since 2023.

In 2022  completed Marter’s study at the Educational Scientific Law Institute of Vasyl Stefanyk Precarpathian National University and obtained the qualification “Lawyer” (diploma with honours).
